Herman MAÏSSA is Gabonese. He did his studies in Libreville, Gabon. After D series high school diploma, he entered to the faculty of sciences to follow a course in geology. He comes out with a specialized higher education diploma (DESS) at national school of geology of Nancy, France.
Then, he began a dual skills training with an MBA at the Institute of Business Administration (IAE) of the University of Nancy 2, France. This allowed him to work as a salesperson in mass distribution, distribution printing solutions, distribution of petroleum products.
In 2015, he succeeded in the recruitment process led by Deloitte in Gabon to work at the Coordination Office of the Emergent Gabon Strategic Plan (BCPSGE), a body attached to the Presidency of the Republic.
In 2016, he strengthened his skills in Public Policy Management at Sciences Po Paris.
In 2019, the missions of the BCPSGE come to an end. Its resources and means are transferred to the General Secretariat of the Government where it is appointed Adviser – Head of Assistance Service for the Implementation of Public Policies.
In 2021, he was appointed Advisor – Director of the Public Policy Monitoring and Evaluation Department
