Mr. Urbina has been with NEDA for more than 15 years. He has held various positions in the organization where he has been engaged in the following: (a) review and analysis of infrastructure-related policies; (b) planning and investment programming for public infrastructure development; (c) appraisal of proposed major capital infrastructure projects of the government for local and official development assistance (ODA) financing; (d) monitoring and evaluation (including ex-post and impact evaluation) of government programs and projects; (e) management of information systems for monitoring and evaluation using basic principles of data science and data analytics. He completed his Bachelor of Science in Metallurgical Engineering at the University of the Philippines – Diliman in 2005 and Master of Engineering in International Development Engineering at the Tokyo Institute of Technology (TokyoTech) in 2014.
