Ms. Raquel O. Celeste holds a Bachelor of Science degree in Statistics from the University of the Philippines- Diliman. She has been with the Department of Social Welfare and Development (DSWD) for more than 5 years as a Statistician. She has spent working under the team leading the institutionalization and continuous implementation of results-based monitoring and evaluation in the DSWD. In addition, she has been heavily involved in producing M&E reports and studies which provide policy-level recommendations for evidence-based policy- and decision-making of DSWD management. She also conducts Department-wide monitoring and prepares assessment reports which contain evaluation findings on DSWD’s programs and organizational performance. Moreover, she has served as one of the principal investigators of four (4) in-house evaluation studies which employ mixed-method approaches. Just recently, she acted as the lead evaluator of the evaluation study on the DSWD-run residential care facilities.
