Mr. Gudmalin is currently the Undersecretary of the Department of Social Welfare and Development (DSWD). He serves as head of the assessment team that evaluates the Department’s International Social Welfare Services for Filipino Nationals program and the lead of an Audit team for the assessment of the Department’s infrastructure assets. He is also the Department’s focal to the Three Year Rolling Infrastructure Program (TRIP) of the national government. He was the Deputy Project Director that supervises the implementation of the biggest community-driven development project in the Philippines called KALAHI-CIDSS Project, the Conditional Cash Transfer Program called Pantawid Pamilyang Pilipino Program and the Sustainable Livelihood Program of the Department. He represented the Philippine Government in several high level official meetings and served as plenary speakers in several fora such as in the Best Practices in Community Empowerment in Jakarta, Indonesia and Hanoi, Vietnam, Migration in Times of Crises and ECOSOC Humanitarian Segment in Geneva, Switzerland, UNESCO Social protection policies in Bali, Indonesia, Caring Societies in Tokyo, Japan, Poverty Reduction in Beijing, China and Impact Evaluation in Addis Ababa, Ethiopia. His public career service spanned 35 years and distinguishes himself in the field of rural and community development, public administration and project management. Mr. Gudmalin is a Bridging Leadership Fellow of the Asian Institute of Management and earned his Master in Public Administration at the Western Mindanao State University, Zamboanga City. He is a licensed civil engineer.
