Tomasz is an assistant professor at EUROREG, University of Warsaw where he teaches evaluation of public policies and knowledge brokering. He has been dealing with evaluation since 2007. First as a manager of evaluation unit in regional government (Silesia, Poland). Then since 2010 as an independent evaluator of public policies. He conducted evaluation studies for European Commission, European Parliament, several ministries and regional governments in Poland. His research interest focuses on performance of regional and national evaluation systems. He is also involved in consultancy projects setting up evaluation systems in various organizations (e.g the National Science Centre, Poland), and as a trainer of evaluation process, methods, knowledge brokering and learning agendas. Author of a number of publications on evaluation use determinants, performance of evaluation systems and concept of knowledge brokering as a theoretical basis for evaluation units in public organizations.
