Patricia is Evaluation officer in the Evaluation Office of the ILO in Geneva, Switzerland. Previously, she was involved in M&E issues in UN agencies, public policy institutions and development cooperation entities. Patricia has worked on evaluation for over 10 years, leading and supporting institutional, strategy, outcome, regional and project evaluations, providing M&E technical support to field offices and contributing to evidence-based decision-making at managerial level. She co-developed the joint DCO-UNEG guidelines for evaluations of the UN cooperation frameworks. She also developed and facilitated several evaluation capacity building training programmes, such as the ILO’s Evaluation Management Certification Programme and the ILO’s Internal Evaluation Certification Programme. Her capacity development portfolio also included the development and implementation of the Training Programme for the ILO Tripartite Constituents on evaluation and the Sustainable Development Goals. Patricia is a certified evaluator holding a postgraduate degree in evaluation of policies and programs in the public sector from the Complutense University of Madrid and a university degree in political science from the University of Valencia. She speaks English, Spanish, French and Italian.
