Dr. Gerard Jean-Jacques is a career Public Officer in the Commonwealth of Dominica, having served 27 years (so far) at varying levels in the Service, mostly in positions of leadership or management. In May 2016, he successfully defended his doctoral thesis at the Université Laval in Quebec (Canada) on the emergence of the Integrity in Public Office Act in the Commonwealth of Dominica and was pronounced Doctor of Philosophy in Political Science. His areas of specialization are public policy and public management. Dr. Jean-Jacques is a very analytical and self-motivated action-oriented individual. He spends much time studying matters related to political governance, democracy, political parties, theories of the contemporary state, power relations, and social network analysis. Dr. Jean-Jacques currently serves as Acting Chief Development Planner, having previously served as Permanent Secretary in the Office of the Prime Minister; the Ministry of Tourism and Urban Renewal, and the Ministry of Justice, Immigration, and National Security.
