Rafael Hernandez is an economist by the Mexican Autonomous Technologic Institute (ITAM for its Spanish initials). He has a masters' degree in Project evaluation, financial derivative and econometrics models from the same academic institute. In the public sector, he has worked as sub secretary of Social Development of the State of Nuevo Leon and as National Coordinator of States and Municipalities of the National Commission for Regulatory Improvement (CONAMER for its Spanish initials). In the private sector, he has worked as an advisor for smart cities development in various states of the country. Currently, he is the Secretary for Planning and Evaluation of the State of Yucatan and is responsible for the implementation of the 2030 Agenda in the state.
